Home Energy Assistance Program (HEAP), a seasonal program, provides financial assistance with fuel or utility costs for income-eligible homeowners and renters. Refers clients to appropriate agency for fuel or utility emergency. Funding through Broome County Department of Social Services. Eligibility: age 60 and over, or disabled of any age receiving Social Security Disability (SSD) or Supplemental Security Income (SSI).

Project Share provides financial assistance for energy-related emergencies to persons 60+ years, disabled, or with medical condition aggravated by an energy emergency. HEAP-eligible applicants must apply for HEAP first.

Senior ID Program - PSC enrolls customers and notifies utility for Utility Shut-Off Protection and works with the company in event of shut-off threat while local Department of Social Services determines if financial assistance is available. Eligibility: Utility customers 62 and older years or blind or disabled or who share housing with others 62 and older or under 18 years.
